THE MISSION OF THE REPUBLIC OF MOLDOVA TO NATO


The Mission of Moldova to NATO was established in 1997 with the appointment of the first Moldovan representative to the Euro-Atlantic Partnership Council (EAPC) (NACC). Its main task is to represent Moldova as a partner country to NATO.


Relations with NATO are being developed on the basis of the Framework Document of the PfP, signed by the Republic of Moldova on 16 March 1994, the EAPC Basic Document (adopted on 30 May 1997), the commitments undertaken within Individual Partnership Programme (IPP), as well as the agreements reached within the political dialogue at different level between Moldova and NATO. Making use of this legal basis and observing the principle of its constitutional neutrality, Moldova seeks to enhance its relations with NATO. This covers political and security cooperation within EAPC but also includes a large variety of military, civil emergency and science related activities in the framework of the PfP Programme. A Partnership Liaison Officer at SHAPE is responsible for the management of the PfP Programme and acts as a military liaison office. The Mission is located within Moldova Embassy to Belgium and has a liaison office in the premises of NATO Headquarters in Brussels.

Moldova has been participating in the PfP Programme and EAPC for already 15 years. Moldova has put lots of hopes and expectations in joining this Programme. Multiple achievements have been realized and they are visibly being reflected in the annual PARP Reports. They are: assistance in promoting military reform, increasing armed forces interoperability which allows the participation in peace keeping or humanitarian operations etc.

The mechanism of bilateral consultations in 28+1 is open to Moldova for any political and security related issues mentioned above. Moldova is also participating in the mechanism of Action Plans devoted to specific areas relevant for both parties, such as countering the terrorism, border security, civil emergency planning, and management of resources related to the environment etc.
